On behalf of the Governor of the Chelyabinsk Region Alexei Teksler, the regional Ministry of Industry and the Industrial Development Fund have begun to develop a package of state support measures at both the federal and regional levels for the Buran plant.
A new production facility for the production of oil equipment on the territory of the Chelyabinsk Tractor Plant was launched in the presence of the head of the region a week ago. Immediately after that, Pavel Ryzhy, Minister of Industry, New Technologies and Natural Resources of the Chelyabinsk Region, his first deputy Mikhail Knaub and Director of the regional FRP Sergey Kazakov met with the management of the enterprise to develop a joint strategy for its development.
“The new company has big plans: to expand production areas from 7 thousand to 25 thousand square meters, to increase the number of employees to one and a half thousand employees, to increase production volumes. Based on these tasks, the regional Ministry of Industry and the FRP suggested that the plant’s management use the tools at our disposal in a complex. This will allow him to integrate as effectively as possible into the ecosystem of state business support that is successfully developing in the region,” said the head of the Chelyabinsk Ministry of Industry.
First of all, the plant was invited to join the national project “Labor Productivity” in the near future. Experts of the Regional Competence Center (RCC) created on the basis of the Chelyabinsk Region FRP help participating enterprises without additional investments in a short time to start producing more in-demand products, simultaneously improving their quality, using internal resources more efficiently, ensuring full utilization of equipment, optimizing the movement of products, materials and logistics in general, as well as cope with personnel the deficit. Participation in the national project allows companies to take advantage of the investment tax deduction and provides other advantages.
The Buran plant has great export potential, therefore Pavel Ryzhy proposed to include its import-substituting products in the relevant catalogs of the ministry and invited the heads of the enterprise to participate in industry business missions and specialized Russian and international exhibitions. Sergey Kazakov spoke in detail about the financial support measures provided by the Fund: preferential loans, grants for reimbursement of R&D costs, tools for participants in industrial clusters.
